This type of sign is common near busy shopping areas, surgeries, or community facilities where residents need quick access but the council wants to prevent the bay being occupied all day. The no-return period means once you leave you cannot return to the same bay (or sometimes the same controlled zone) for at least 1 hour. Outside the controlled hours, parking is free for anyone.
