Pay and Display parking: rules, fines and how to avoid PCNs
Pay and Display sounds simple — pay at the machine, stick the ticket on your dashboard. But the rules around maximum stay and 'no return' catch most drivers out.
Maximum stay
The maximum stay is the longest you can park in a single visit. If the sign says 'Max stay 2 hours', you cannot buy more than 2 hours of time in one go, even if the machine would let you. Stay longer and you risk a PCN even if you've paid.
No return
'No return within 1 hour' means once your ticket expires, you must leave the bay and not park in the same bay (or sometimes the same controlled area) for at least 1 hour. Re-paying and staying put is one of the most common reasons for fines.
Paying by app
Most UK councils now offer pay-by-phone or pay-by-app (RingGo, JustPark, PayByPhone). You don't need to display a paper ticket — the system uses your number plate. But make sure you've entered the correct location code shown on the sign, not the location code from a nearby zone.
What if the machine isn't working?
Try to pay by app where possible. If neither works, the legal position varies by council — in many areas you are still expected to find an alternative payment method. If you're issued a PCN, photograph the broken machine and appeal.
